In recent years, major international brand companies around the world have successively proposed that the future industrial supply chain will move towards a circular economy and aim to establish a sustainable supply chain. The Ellen MacArthur Foundation (EMF) in the United Kingdom also uses a “Butterfly Diagram” (Figure 1-1) to show the realization of a circular economy. This includes redesign, industrial symbiosis, sharing economy, circular reprocessing, and circular agriculture. And this new business model that replaces linear production is expected to have a great impact on the economy, environment, and society. Taiwan's small and medium enterprises have sufficient technical capabilities, flexible operations, and flexible production abilities, which are important vitalities for our development of the economy.


Therefore, the project strives to assist the small and medium enterprises in Taiwan to master the ability to use recycling resources, improve the quality of circular economy products or innovate service models, and provide opportunities to achieve the business opportunities with international brand manufacturers and get into the line of the supply chain and the international market, successfully integrating and expanding the business opportunities and output value of the circular economy.


The project is based on the president’s policy and road-map: "Taiwan must move towards the era of the circular economy and convert waste into renewable resources"; "Taiwan has the ability and willingness to participate and contribute more in promoting SDGs" to guide the development of the new economy. Refer to the " Five Plus Two(5+2)Industry Innovation Plan " with "Recycling industrialization" and "Industrial recycling" as the main axis of promotion, and further reference to the "Promotion of Circular Economy-Waste Recycling" launched by the Executive Yuan, R.O.C. (Taiwan) in 2018. Promote easy-to-recyclable product design, promote the symbiosis of industrial chains, improve the energy and resource efficiency of production processes, reduce waste generation, strengthen technology research and development and innovation, and strengthen the goals of recycling and upgrading recycling technologies.

In order to strengthen the implementation of circular economy for small and medium enterprises in Taiwan, and to catch up with the international business opportunities of circular economy, the project will bring in and create new ideas of implement, introduce new technologies of green innovation initiatives and energy guidance, and integrate international brand circular economy business opportunities.


Through the online "Recycling material supply and demand platform" and the "Sustainable materials Library" entity, cultivate new thinking on the recycling and application of recycled materials, and integrate domestic material supply quality and quantity information.


The Small and Medium Enterprise Administration, MOEA (SMEA;經濟部中小企業處) hopes that through the guidance of this project, it can help the small and medium enterprises in Taiwan to link up with domestic and foreign development trends, build foundations and training downward, shape benchmarks and model diffusion upward, and build a solid green supply network and industrial structure for small and medium enterprises in Taiwan. Tapping the opportunities of the global green and circular economy business. (Figure 1-2)
